PROPOSED 28TH AMENDMENT

I received the following [Proposed 28th Amendment to the Constitution of the United States] suggestion from a friend of mine and I think that it would be a great idea. I actually proposed a compensation idea and would like to see it implemented with this proposal.

For too long we have been too complacent about the workings of Congress. Many citizens had no idea that members of Congress could retire with the same pay after only one term, that they didn't pay into Social Security, that they specifically exempted themselves from many of the laws they have passed (such as being exempt from any fear of prosecution for sexual harassment) while ordinary citizens must live under those laws. The latest is to exempt themselves from the Healthcare Reform that is being considered...in all of its forms. Somehow, that doesn't seem logical. We do not have an elite that is above the law. I truly don't care if they are Democrat, Republican, Independent or whatever. The self-serving must stop. This is a good way to do that. It is an idea whose time has come.

Have each person contact a minimum of Twenty people on their Address list, in turn ask each of those to do likewise..

In three days, most people in The United States of America will have the message. This is one proposal that really should be passed around.

Proposed 28th Amendment to the United States Constitution:

"Congress shall make no law that applies to the citizens of the United States that does not apply equally to the Senators and/or Representatives; and, Congress shall make no law that applies to the Senators and/or Representatives that does not apply equally to the citizens of the United States ".


The 27th Amendment ratified in 1992, 202 years after its submission 1789 (WikiPedia's math not mine) = “ No law, varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of Representatives shall have intervened.

I started this BLOG to start people thinking about an idea which I had that the disconnect between our government and the people who employ them isolates those who govern from the consequences of their actions. Many of those in government have no experience in the real world of business and the lack of accountabiity for their effect on our country gives them no feedback to put them more in touch with what they have done.

Our politicians are better paid than the majority of American workers and receive excellent benefits whether they perform miracles or destroy the country which they manage. We have never held them accountable at a level that made them care about what they do to our country. They have been able to enrich themselves and enjoy power without their tenure and compensation and benefits tied to performance.
I WANT OUR POLITICIANS TO SHARE IN WHAT THEY CREATE - REWARD GOOD PERFORMANCE AND PUNISH BAD PERFORMANCE.
Private enterprise could not survive if it let mismangement by its executives go and didn't replace or penalize them. Coventures in private investments often have the entrepenuer not receiving any profit until the investment has been returned.
WHY HAVE WE GIVEN POLITIANS AN EXEMPTION AND WATCHED AS THEY DESTROY OUR COUNTRY.
Robert Ringer - Winning Through Intimidation - said that the one time when you can be sure that a person will look out for you is when they benefit if you do. Let us take it a step further and let them suffer when we do.
The Big Business people, Big Union people, Politicians and people like George Soros who profit with economic disasters are stirring aurguments between us little people and raking in the big bucks. It is not a Left verses Right issue. It is an American survival issue and their are basic measurements such as the National Debt to GDP being the highest it has ever been since WWII which make an objective analysis practical.
GET OFF OF YOUR EMOTIONAL AURGUMENTS AND GET BEHIND OUR COUNTRY.
I would like to see our country give opportunity to those who want to take advantage of it and create jobs and innovation. Regulation is left out of this cause because the first step is making the managers of our system our partners instead of our masters.

Positions
At least the president, vice president, senators and representatives, referred to as "the Group" create what we, the people, live with in America
Create categories such as fiscal, health, +++ to monitor and parameters to measure performance of the legislature in managing our country
Make salaries and retirement a function of a formula using the parameters to reward or punish performance
Create a tiered relationship between the health care which the Group receives and the American people receive
Create an IRS provision to apply a surtax to assets acquired after taking office at a rate inversely related to the performance from 0% to 50%

Here is a new strategy for getting California's State Budget done, and done quickly.#1 - Terminate or suspend without pay, all members of legislature that simply "cannot or will not come up with a budget"#2 - with the current crisis declared, use emergency spending to hire financial advisors to work out a budget, one that is responsible and cuts the fat (remember you have a large defecit), this will cost some cash, but remember all the $ you save by not paying state congressmen/congresswomen to debate cow tails and the rest that just avoid work.#3 - Post the budget's breakdown on YouTube, Twitter, Facebook, and MySpace, as well as Post Offices, Town Halls, and other public gathering places. Make sure the people of California know what their budget is. This way they know what they are paying taxes for. You need this so it keeps everyone in line, and the people are able to lend their government a little trust back.Just an idea, but hey, u da boss. Go Arnold!

545 HUMAN BEINGS IN CHARGE OF 300,000,000 AND WHAT DO WE GET?

No wonder there's a shrinking middle class!!!

Politicians are the only people in the world who create problemsand then campaign against them.
Have you ever wondered, if both the Democrats and the Republicans are against deficits,WHY do we have deficits?
Have you ever wondered, if all the politicians are against inflation and high taxes, WHY do we have inflation and high taxes?
You and I don't propose a federal budget. The president does.
You and I don't have the Constitutional authority to vote on appropriations. The House of Representatives does.
You and I don't write the tax code, Congress does.
You and I don't set fiscal policy, Congress does.
You and I don't control monetary policy, the Federal Reserve Bank does.
One hundred senators, 435 congressmen, one president, and nine Supreme Court justices equates to 545 human beings out of the 300 million are directly, legally, morally, and individually responsible for the domestic problems that plague this country. I excluded the members of the Federal Reserve Board because that problem was created by the Congress. In 1913, Congress delegated its Constitutional duty to provide a sound currency to a federally chartered, but private, central bank. I excluded all the special interests and lobbyists for a sound reason. They have no legal authority. They have no ability to coerce a senator, a congressman, or a president to do one cotton-picking thing. I don't care if they offer a politician $1 million dollars in cash. The politician has the power to accept or reject it. No matter what the lobbyist promises, it is the legislator's responsibility to determine how he votes.
Those 545 human beings spend much of their energy convincing you that what they did is not their fault. They cooperate in this common con regardless of party. What separates a politician from a normal human being is an excessive amount of gall. No normal human being would have the gall of a Speaker, who stood up and criticized the President for creating deficits. The president can only propose a budget. He cannot force the Congress to accept it. The Constitution, which is the supreme law of the land, gives sole responsibility to the House of Representatives for originating and approving appropriations and taxes. Who is the speaker of the House? Nancy Pelosi. She is the leader of the majority party. She and fellow House members, not the president, can approve any budget they want. If the president vetoes it, they can pass it over his veto if they agree to. It seems inconceivable to me that a nation of 300 million cannot replace 545 people who stand convicted -- by present facts -- of incompetence and irresponsibility. I can't think of a single domestic problem that is not traceable directly to those 545 people. When you fully grasp the plain truth that 545 people exercise the power of the federal government, then it must follow that what exists is what they want to exist.
If the tax code is unfair, it's because they want it unfair.
If the budget is in the red, it's because they want it in the red....
If the Army & Marines are in IRAQ, it’s because they want them in IRAQ
If they do not receive social security but are on an elite retirement plan not available to the people, it's because they want it that way.
There are no insoluble government problems. Do not let these 545 people shift the blame to bureaucrats, whom they hire and whose jobs they can abolish; to lobbyists, whose gifts and advice they can reject; to regulators, to whom they give the power to regulate and from whom they can take this power.
Above all, do not let them con you into the belief that there exists disembodied mystical forces like "the economy," "inflation," or "politics" that prevent them from doing what they take an oath to do. Those 545 people, and they alone, are responsible.
They, and they alone, have the power.
They, and they alone, should be held accountable by the people who are their bosses.
Provided the voters have the gumption to manage their own employees. We should vote all of them out of office and clean up their mess!

I BELIEVE THAT WE ARE THE PETS OF THE POLITICIANS

LET US SHARE THE REWARDS AND PENALTIES OF OUR GOVERNMENT'S ACTIONS WITH THOSE WHO CREATE THEM - THIS IS THE BEGINNING OF A MOVEMENT TO TIE POLITICIANS CURRENT AND RETIRED PAY AND BENEFITS TO PERFORMANCE.

This is a non-partisan idea for the betterment of America because it apprears that the politicians feel that we are their PETS = People Eating The Scraps and they enjoy a POLITICAL EXEMPTION.

Please promote this idea should you approve of it with posters and any other method of communication which points out,

"WE ARE NOT THEIR PETS - PAY POLITICIANS WHAT THEY ARE WORTH!"

We interview our politicians for a position on America's management team during the campaign

The voters review the candidates for the position in light of what they hear from the candidate as well as what they learn about the candidate

The employers = voters select one of the job applicants by vote and send the winner off to Washington where the winner in many cases forgets who employed him/her and goes about their agenda regardless of the actual effect on America. It does not matter if they do it out of ignorance and/or idealistic concepts or they just want to build power and enrich themselves. The cost of the damage done by the poor performers is paid by the voters now and in the future.

In the business world, a managment level person receives bonuses for good performance and gets penalized or fired for bad performance. There is a very basic relationship when a company's survival is tied to performance. A joint venture partner will often receive compensation for operating a venture, but not share in returns until the original investment is returned to the investors and then the profit is shared. The politicians do not appear to have any concept of this structure which works well as long as the business is not on life support from an outside source.

The politicians have a POLITICIAN EXEMPTION which allows them to put the country in the toilet and do anything which they can get away with to enrich or empower themselves and they still receive full benefits. We pay our politicians salaries in excess of $150,000.00 and give them excellent health care plus a good retirement. They receive this compensation package plus a number of other benefits, including connections and influence to increase their power and wealth regardless of the damage which they do to our country.

Why in the world would we not make them accountable by having them share in what they create???? I have started a cause on Facebook at

REWARD PEFORMANCE - PENALIZE DAMAGE

Reward our government people for success and penalize them for failure - HOLD THEM ACCOUNTABLE!!!


This cause DOES NOT COLLECT MONEY and has the brief statement of
Positions:

I am very preliminary in this and I am a lightweight who does not possess the time, money or expertise to pull this off by myself, but it is so obvious to me that our country has allowed our politicians to be the EXEMPT CLASS and they distract with their class warfare and partisan bickering while they enjoy their EXEMPT BENEFITS.



How many politicians who created our current economic, health and education problems are unemployed? What is the status of the investigations into the FannieMae/FreddieMac debacle that makes Enron look like chump change and and was a part of the fiasco which put America on the down slide?



Do they know that we are manipulateable fools by the results of their enjoyment of the exemption?



I will better define what and how we measure performance and develop formulas as this proposal evolves.I just did this today because I have been whining to friends about this concept forever and watching America making good time in the wrong direction. I decided that it is time to quit whining and do something or shut up and go along.

My intro comment on Facebook was: I am tired of listening to me whine about the performance of the managers of our country and watching the Big Business/Big Union/Politicians and people like Soros who profit from economic problems build their money machines while they instigate aurguments between the Left, Right, Illegal Aliens, Space Aliens and whatever other diversion which they come up with to keep us from seeing what they are doing. I have no idea how I am going to do this, but I love my country more than I fear the consequences and it is time for me to do something. Any help or suggestions would be greatly appreciated.



I offered my factsforreality.net website out a long time ago because I didn't have what I needed to do it justice. That is another project with two components:
1. Letters to grandchildren asking them how they like the country which we left them and telling them that there were two schools of thought on how it should be governed - I hope that I was just a paranoid old man.

2. Facts only to define and measure - there is to much obfiscation and Orwellian redefinition to the point that a lot of us distrust our government who no longer views us as their employer. We are not lab rats for experiments. I want to define areas which we need to understand and monitor facts, especially data to correct our course should we steer off course from our objective.



We end up with the government which we deserve if we do not do all that we can to gather information, analyze it objectively and discuss it with people of all views so that we question what both they and we believe. The real world not rooting for our team is required to keep America great.
